The idea that plastic bags given out by retailers are terrible for the environment is pushed as an obvious truth by green activists, such as those who persuaded Solana Beach to adopt a ban last year. But the issue is more complicated than these advocates let on. As a bill by Sen. Alex Padilla, D-Los Angeles, to establish a statewide ban that would supersede local ordinances advances through the Legislature, we hope that the issue gets a full review – not a show trial.

With Earth Day upon us, I thought it timely to look at the result of Dana Point’s plastic bag ban that took effect April 1, and which I opposed. You may recall, City Council debated the issue for six months and ultimately passed a ban. I offered a substitute ordinance relying upon education, personal responsibility and strengthening our litter ordinance, which was rejected, even though it had the support of the Chamber of Commerce and Harbor Merchants Association.

A raspberry to the Solana Beach City Council for foolishly deciding to leave its plastic-bag ban intact — including the odious 10-cent charge for each paper bag used that retailers simply pass on to their customers. As we’ve stated before, banning plastic bags does nothing for the environment. Paper bags are far more wasteful, and reusable fabric bags aren’t sanitary.
